THE cost of car insurance is being forced up as more uninsured drivers take to the roads.

More and more cash-strapped motorists are thought to be failing to renew policies to reduce their bills in the recession.

Around 1.6million are believed to be driving without insurance, leading to an increase of [pounds sterling]30 per policy for drivers who do pay.

Premiums are also being pushed up by a rise in the cost of car repairs, and an increase in personal injuries claims and the legal costs that come with them, according to AA Insurance.

A rise in the number of fraudulent claims is also having an effect.

The research found that premiums are increasing at their fastest rate for nearly a decade.

Between April and June, the average quote for an annual comprehensive car insurance policy increased by 3.5 per cent to [pounds sterling]778.13.

Over the past year, premiums have gone up by 11 per cent.

Simon Douglas, of AA Insurance, said: ‘Although the number of accidents on Britain’s roads is thankfully falling, the cost of claims continues to rise – particularly personal injury claims and legal expenses.

‘During the current downturn, fraudulent claims are also putting pressure on premiums and I’m concerned this is leading to an increase in the number of people who drive without insurance.

‘The burden of claims involving uninsured drivers unfortunately falls to honest drivers.’

Research by the AA found that young drivers were seeing their premiums increase most sharply.

The average quoted premium for third party, fire and theft insurance – typically bought by young and inexperienced drivers – rose by 4.6 per cent in the past three months to [pounds sterling]968.22.

However, it found a growing number of insurers are with drawing third party, fire and theft cover for drivers under 21, while only half will give a quote.

Under 21s make ten times more claims than drivers aged 35 and over.

Under powers which could come into effect in 2011, uninsured drivers will face a [pounds sterling]100 fixed penalty fine and could see their car crushed.

It would become an offence simply to keep an uninsured car, not just drive it.

Vehicles will be policed through a computer system that will flag up if their insurance has expired.

At present, those who drive an uninsured car are unlikely to be found out unless they are spotted by a numberplate recognition camera.

But the new system will allow the Motor Insurance Bureau to crossreference its records with those of the Driver Vehicle Licensing Agency to pinpoint motorists without insurance.

A recent report by the Institute of Advanced Motorists warned that Labour was failing to live up to its promise to make Britain’s roads ‘the safest in the world’.

Compared with drivers of all ages, it said those aged 17 to 19 were ten times more likely to have a drink-drive crash, with drivers aged 20 to 24 four times more likely to do so.

The report added that uninsured drivers were typically young men living in urban areas.

Mr Douglas said the industry should do more to help young drivers ‘get on the road safely and responsibly, rather than shutting the door on them or making premiums unaffordable’.

However, he warned that premiums could rise further.

‘I don’t see the pressure on premiums easing,’ he said.

‘Over the past three months, more than 90 per cent of quotes in the AA index added [pounds sterling]5 or more to their premiums and only 2 per cent fell. During the previous quarter, 20 per cent had reduced their premiums.’

As healthcare-reform legislation moves through the Senate, two provisions that affect long-term services for people with disabilities and seniors are included.

The Senate Finance Committee’s bill includes the Community First Choice (CFC) option. This will grant states that provide Medicaid home- or community-based services (as opposed to nursing home or other institutions) an increased federal match for those services.

The Senate Health Education Labor and Pensions Committee’s bill has the Community Living Assistance Supports and Services (CLASS) Act. This is a long-term-care insurance program; beneficiaries will receive a cash benefit to help meet their activities of daily living.

On September 30, PVA staff and other disability and aging organizations met with Senate staff and dropped in on all Senate offices to urge the Senate to maintain the CFC Option and the CLASS Act in the final Health Care Reform bill. PVA chapters participated in a national call-in to Senate offices on this issue that was coordinated with the hill drop.

SALT LAKE CITY — Betty Deonier doesn’t make pretenses about what it’s like to be 83 years old, arthritic and confined to a wheelchair by cerebral palsy.

“Oh, I have it hard,” she says.

But that’s no reason, insists the cheery, white-haired grandmother, not to help other people.

Deonier and the other ladies at Brighton Gardens Assisted Living keep busy year round knitting hats for the homeless, making toys for sick children and piecing together quilts for the Salvation Army.

On Saturday, four ladies, with the help of a wheelchair, a walker and two canes, headed over to Primary Children’s Medical Center to give the children their Christmas gifts.

“I’ve spent my life serving the community, why would I stop now?” said Peg Billings, 87. “If we can do something to support these children with our extra time, that’s valuable.”

It wasn’t difficult, Billings said, to stitch together colorful fabric balls for the children.

As for stuffing more than 50 gift bags with toys and candy, she said with a sly wink, “Oh, that was really hard.”

Getting to the hospital to deliver the gifts, though, was a different matter.

The walk from the care facility’s big, handicap-accessible bus was icy and covered with salt.

“If there’s something to trip on, I find it,” joked Virginia Johns, 90, as she shuffled to the door, clinging to the bus driver’s arm. She turned to Billings. “Are you sure you don’t want some help?” she asked.

Fitch Downgrades National Commercial Bank Jamaica’s Ratings; Outlook Negative

NEW YORK — Fitch Ratings has downgraded the ratings of Jamaica-based National
Commercial Bank Jamaica Limited (NCBJ) as follows:

–Long-term foreign and local currency Issuer Default Rating (IDR) to
‘CCC’ from ‘B’;

–Short-term foreign and local currency IDR to ‘C’ from ‘B’;

–Support Rating to ‘5′ from ‘4′;

–Individual Rating to ‘D/E’ from ‘D’; Rating Watch Negative;

— Support floor to ‘CCC’ from ‘B’.

Fitch has also downgraded the ratings of Jamaica Diversified Payments
Company, a future flow remittances securitization issued by NCBJ, to
‘BB’ from ‘BBB-’.

The Outlook on all ratings is Nnegative and in line with Fitch’s view of
the sovereign’s creditworthiness. Future rating movement will be highly
contingent upon a change in this view, given the bank’s sizeable
sovereign exposure.

On Nov. 24, 2009, Fitch downgraded Jamaica’s sovereign long-term IDR to
‘CCC’ and the country ceiling was downgraded to ‘B-’, reflecting the
country’s increased macroeconomic pressures and a sharp fiscal
deterioration. This has resulted in unsustainable debt dynamics and
heightened the risk of some form of debt restructuring. While the
current account deficit has improved, the capital account of the balance
of payments is highly dependent on disbursements from the IMF and
multilaterals. Delays in negotiating a critical IMF stand-by continue to
weigh on investor confidence (for further information please see ‘Fitch
Downgrades Jamaica’s IDRs to ‘CCC’; Outlook Negative’ released on Nov.
24, 2009).

Additionally, with a sluggish recovery expected in the U.S. prospects
for future GDP growth are highly uncertain as Jamaica is highly
dependent on this country for its tourism and overseas workers’
remittances. Mining, tourism related flows and family remittances
account for a large percent of the DPR flows. As a result, collections
for the DPR program have been negatively impacted. Compared to 2008, the
volume of collections has decreased approximately 37%. However, Fitch
notes that despite the decline in flows, current maximum debt service
coverage levels remain strong, greater than 30 times monthly
requirements and 35 times quarterly requirements, slightly below the
initial coverage levels of July 2007 when series 2007-1 was issued.

NCBJ’s ratings reflect its strong domestic franchise, adequate
profitability, good asset quality and capital levels. But NCBJ’s high
exposure to sovereign and large corporate loans as well as the negative
effects of a volatile operating environment limit the bank’s ratings. At
